Washington's De-Escalation of Sudan Conflict
I think we don't know what de-escalation looks like in a world where these two leaders are still in power. I happen to think it's going to take a victory of one side on the battlefield for us to figure out how to move forward in Sudan. We're in this position because at the end of the day, two weeks ago, these two leaders couldn't figure out what security sector reform would look like and how they would implement it. And then we will end up having to reform whatever is left of not only Sudan security service, but what's left of Sudan.
