Is Shenandoah Safe?

Before this happened in 1996 was this considered a safe park for people to go to? Can't bow down? Yes and no. I mean I think that all of our national parks are comparatively safe when you compare them to for instance urban environments. But you know a couple of things were happening here. First because there is such ready access from Washington DC you do see this influx of folks some of whom are looking to kind of hide under the radar a little bit. And so in the spring of 1996 Shenandoah is understaffed in terms of its rangers. The rangers are under equipped in terms of their gear. Their radios for instance famously don't work.
