I think the independence of the regulators and giving them more teeth so they can do that enforcement is really critical, says Fleur Anderson. And you get a sense from quite a lot of the regulators, they weren't really consulted very much in the production of this response,. That's a way of the public feeling something's being done," adds John Pemrose.
