The Toyota Principle of Asking the Five Whys

Sometimes parts of bureaucracies that people think are immovable or unchangeable are actually never written down in the first place. Oftentimes, the source is also a lot more flexible than people realize. If you can get down to like the policy manual sentence or the rule that is that people are pointing back to, it may have a lot more flexibility. Or if you do get to it, and it isn't as flexible as you need it to be then you know what to change.
