The domestic demand somewhat varies, but I would argue that it's mostly held together by a general interest in applying surveillance for developmental purposes. In the context of Kenya or South Africa, usually these technologies are being procured either by the states or sub-state actor. But also these systems can sometimes be used to further shore up state surveillance precisely for the misuse of them. To kind of address some of these challenges, it will require not simply a response at the kind of geopolitical level in terms of how we think and engage with Beijing. It will also include how do we think locally in terms of supporting the promotion of the necessary checks and balances that will ameliorate the challenges that surround unw
