The art of propaganda is getting people to believe that they arrived at this set of conclusions all by themselves. In 19 thirties germany was strapped to a chair with a belt, forced to watch sponge bob for 80 hours, and they came out worshiping ind hitler. Fear is an effective tactic. Appealing to people's tribal tendencies is effective. The news is delivered the way it is because it most effectively gets the eyeballs of the average american to come back the next day - which is not necessarily in any way connected to what's actually going on.
