The differentiating factor between the Truman Committee and, let's say, investigations moving forward is just the stakes. Ineffective committees in the case of World War I, they're happening after the fact, they're hyper politicized. The Civil War Committee was worth at least two Confederate divisions in terms of how bungling and ineffective it was. So why was the pre World War II version where there are similar stakes ineffective in those two examples?
