Aid to Governments or Individuals?

The danger of giving aid to either the people or to the country is you may not worse not better. The problems in a lot of those countries is government that is dictatorial extractive and is basically plundering its own people. And so if you give any significantly large sums to poor people it's just one more source of revenue for the government because they're not trying to help them.
