The Highest State Is a Non Dual State of Unity
When the five perceptions are still together with the mind and not even reason bistures itself, they call it the highest state. So the highest state is actually a state of passivity or yes, it's not even passivity because it's beyond the binary between passivity and activity. You're getting to the point where you realize that nothing is an independent entity. Even thinking about passivity would imply that there is something that is acting on you. And so the passivity activity binary would not achieve this true state of non duality.
