He uses the german communist party, specifically its ultra left faction, which split off the communist party and formed the communist workers party of germany right before this text was published. Lenon argues that classes are most often led by political parties whose leadership is populated with the most respected, influential and experienced members of that class. If those leaders did not have the class's support, they wouldn't exist in the first place - almost by definition.
