Is the Respect for Marriage Act a Moral Triumph or a Cowardly Weak Capitulation?

The Respect for Marriage Act passed a procedural vote in the Senate with more than 60 votes. It would compel states to recognize same sex marriages from other states, even if the Supreme Court overturns its ruling legalizing gay marriage.
