If you think about appointing a Supreme Court nominee, the president goes and suggests a candidate. In other cases, Congress and the Senate will pass a bill and then the president decides whether to sign it or to veto it. So it's still obviously a simplification, but various laws have created a structure which puts some sequentiality into the moves.
