Introduction

This chapter explores the lawmakers' support for empowering the Chief Executive in Council to make subsidiary legislation for safeguarding national security in Hong Kong. The proposal is seen as forward-looking by the Department of Justice to address unforeseen circumstances in implementing security laws.
