Our democracy has always been a great cultural labor. Over the last 50 years its culture, as i've put it, has become uninhabitable. The soviet union had a demorat constitution. It was just nobody took any notice of it because powerful people decided what the truth was. So this is always the case. You can't specify it in a constitution.
