How Widely Do We Interpret the Harm Principle?

The purpose of the harm principle is to try to reconcile a commitment to liberty and free speech and free expression with this commitment to totalitarianism. We should not coerce people when only they themselves will be harmed, but only when their behavior will cause harm to others. It's very easy to read human behavior as potentially having effects on other people. Anything anybody does affects everything else.
