If a nuclear weapon goes off, Russia already knows they're going to get the blame. They also know that anybody out there, Al-Qaeda, ISIS, some transnational threat, just have to make a mess of the world right now. A week ago, two weeks ago, it would seem like that's the next logical step from Russia's current campaign of attacking infrastructure. Now that Zelinsky's willing to talk negotiation, like he doesn't need to see all the same stipulations that he was saying before, that deescalates the conflict.
