The Problem Is That the Quality Assurance Inspector Was Signing Off on Both
The plane's pitch control cable turn buckles were found in the wreckage. One was of a different size than the other, and was just basically tightened more than it should have been. So there's a huge difference between the turn buckles, which is why the plane's elevator was not responding like it should have.
