What Makes a Good Concept Doc?

I feel like these topics overlap a lot. The thing with concept docs is they everybody needs to review them at some point. There's a really interesting academic study that I read once that studied how developers consume API documentation. And it really depends on whether you're introducing an entirely new concept to your people or not, or whether you're leveraging concepts that exist elsewhere.
