Huerta deposed the entire state government of Morelos and appointed as the new governor, General Huvencio Robles. But though he was given an even freer hand, Robles had zero success in his mission. When army patrols came around, the people just melted away into the hills. The merciless general finally just gave up and pulled the old declared victory and leave maneuver.
