Almost every one of the things that made gay marriage more legal in more states was court. Legislation passed by several states, including New York, Delaware, New Hampshire, Vermont. There were ballot initiatives that passed before Obergefell in Maine and Maryland in Washington. So you saw all the branches of government and all parts of our federal system involved in legalizing same sex marriage before the Supreme Court stepped in.
