I think the whole point of this law is just stop getting screwed by phone companies. It comes down to a regulatory body trying to protect its citizens from avarice and large corporations. Their definition of readily replaceable is after removing a battery you can substitute a similar battery without affecting the functioning or the performance of the appliance. I would like to point out that many years ago Samsung made IP67 phones with replaceable batteries that is not a barrier. You can call it a barrier but you can call anything a barrier.
