Axtuall: I'm trying to understand exactly what it is that these different institutions mean for people might be in a western institution. He mentioned maliks, which came across as an informal form of representation. In afghanistan there is no formal government below the district level,. So these maliks represent the community, not the government. And how they're summoning them now, it'll be really interesting to see how the talabon are dealing with them.
