The Middle Course Between Secrecy and Transparency

It's a complicated question, and it's complicated for a number of reasons. One reason is that it's nt entirely clear if the right answer is a philosophical answer or whether the right answer really has to do with institution design. The most promising answer will need to escu both thoroughgoing consequentialism on the one hand and thoroughgoim cantionism on the otherhand. What we need is to instil in the relevant political actors the set of virtues that would enable them to develop the practical wisdom in an unnecessary secrecy.
