What's a Filter Point?

For me this is more of a check list thing, but it's a filter to think through. Is it, are the steps of the process, elements that i have a valuable even if the deal doesn't close at the end? I remember a chet a was at chet hole yet holmes? Yes, a best he passed, but he had an awesome i remember him. He would go in and do a discovery call where he would get all the information. And then he would come back and do a 20 to 30 point suggestion document.
