Is the Auto Scaling Based on Cpu a Problem?

An environment has at least webb, at least two web servers running all the time. It's set up to auto scale based on a c p of the websterrotsir. We did find that the auto scaling could lag so we usually it up so that instead of so there's a scheduled action at the beginning of the day to bring up at least six servers,. which allows for enough time to get everything up.
