Should the Union Government Be Deciding on Fiscal Mismanagement?

As a matter of policy, judiciary cannot decide it, because its policy is always decided outside of the legislators. So if you are looking at this question from another angle, rit tat's, it's the question of fiscal mismanagement. But when e comes or deciding what goods to be provided, i don't think it's the union government that ar the judiciaris that i that. I mean, they should have the liberty to decide how do they, what they should do with their own finances.
