Europe is very wealthy. It has resources that other countries don't. So if europe's not adapting, well, that's quite worrying,. When we talk about preparedness and adaptation thete's usuallywen we talk about limits tat adaptate. In other parts of the world, there tes hard limits, in a sense of like, you knowif sea levels rise, island nations will really, really struggle to adapt. But we also talk about soft limits, and that's when technically you could adapt, but perhaps the resources aren't there.
