Plum island is a lap for studying the animal diseases. It's so isolated that you're not allowed to access it. The government has been running exercises there in an attempt to understand and get better at responding to a major hack on the grid. They would practise what happens trying to recover from a major siper attack. And suffice to say, utilities are not trained well enough to do it.
