A poll in early May with the Washington Post found that Americans kind of spread the blame too. 39% said they blame Republicans in Congress and 36% said they'd blame Biden if there was a default. So it could just be that this is a president who has very low approval ratings in general at the moment, so he might just get more blame for things because of how Americans view him.
