Is Consciousness Related to Thought?

I asked because i had yon licon on the part a year and he conjectured that consciousness is more a reflection of the limitations of the human brain. To deal with something or to solve a problem, we need a decision maker stepping in and taking control and focusing. And we become conscious of what we're focused on. So coming back to te hans morve ow, is it the case that we've had the circuitary that enables thought, but that thought is something that is quite tinct from perception and this stuff that goes on inside us without us even realizing it?
