Tocqueville says modern commercial society has the tendency to bring about what he calls individualism. He imagines a time when people stop really getting engaged in taking responsibility for public business by actually being actively involved and taking their turns in public office. The only political involvement that the overwhelming majority of people will engage in is casting a ballot for who are going to be their schoolmasters, writes Julian Zelizer.
