In litiman, when they're underground, there ir some of the people who are underground in the dark wearing these hats. In solo, starworth's story, there's this conical hat that so huge and exaggerated that it completely covers the man's body,. So he can't even see out of the hat, even though his job is to see. I think it's just used to me like it's a tropical location where they do illegal things. And then there's food.
