There were not vast state resources to throw in a war. A campaign that went badly could easily bankrupt a state. It was much better, therefore, to win quickly and free up the military for the next campaign or to return for self-defense. As these states consolidated with greater territory and higher numbers of people, they could implement more sophisticated administrative techniques.
