The chances are at some point in time if too many state actors have nukes, something's going to happen. If they had a suitcase nuke on 9-11 and they had it in New York City, they would have used it. It doesn't really affect the integrity or the profitability of the armaments of the big males because it still pays to be the biggest male most of the time.
