It sounds like some kind of institutional inadequacies like maybe the system is kind of like not very well tuned to what it should be doing right now. I wonder if you would kind of if you would have an analysis of how the institutions could be set up better and facilitate research that actually need to be done or that the researchers wanted to do. Yeah for sure probably. It seems obvious that there should be some much better way to do this.
