I think a lot of what is done in businesses is attempts at measurement by proxy. What a product roadmap is a proxy for is a lack of shared consciousness. If we all had a perfect shared consciousness and you knew what the most important thing for study is then I don't have to worry about booking a $15,000 first class ticket to go to a conference that doesn't matter in Europe or something like that. It would just never happen. But it's not fun to work through a proxy.
