Is It a Coincidence That Protestantism Breaks Out in the Most Disunified Area of the Empire?

I don't know if I'm totally convinced with the, what we seem to take in as the given that, this leads to a more unified Europe. Yeah and I mean, as we will get into in matinees future situation, it is no coincidence that Protestantism breaks out in the most disunified area of the empire.
