John Stuart Mill's Principles of Political Economy
In 1873, John Stuart Mill takes a very hard line saying that all the inventions of the industrial revolution have not raised the standard of living. He says we won't get out of this until society is willing to clamp down and require people buy child licenses in order to constrain population growth. And only then will we have an opportunity to actually create the rich and human world because otherwise your Malthus is just going to win.
