Tomoko was transporting alcohol legally from the Bahamas to Halifax, Nova Scotia. There were no laws that prevented him from selling his booze in international waters. McCoy took things a step further and established a land base on the island of Saint Pierre. They'd make twice as much money by sea as they did on shore.
