How Many People Are in a Workspace?

I've spoken with some one that works for a company that i will not mention because they are a very big company. And they have people, like thousands of people in a work space. People make data bases instead of tasks. Instead of making a page in the task data base, they make a data base and put the task in it. I can't think of any logical reason for that to be the case.
