The U.S. spent billions of dollars after 2011 really starting in 2012 as that we actually know of funding and arming this insurgency inside a sovereign country, which is also illegal. They knew from the very beginning that it would actually lead to the rise of an ISIS-like organization. If the situation unravels, there is the possibility of establishing a declared or undeclared Salafist principality in eastern Syria. And this is exactly what the supporting powers to the opposition want in order to isolate the Syrian regime. The West, Gulf countries, and Turkey support the opposition, while Russia, China, and Iran support the regime.
