What Is Happening?

Judy was last seen on April 10, 2013. Her husband jeff is at a conference in Philadelphia when she doesn't come home. He goes to the police but they tell him he has to wait 24 hours before filing a report. Police say there's no way judy could have been kidnapped off the street without some one noticing and causing a scene.
