NATO Without the United States
The United States was in Europe to block the Soviets during the Cold War. The American view of NATO is that your Europeans haven't kept their word, their obligation. But as if Europe wants to have an army, to play in the world we live in, it has to make a huge investment. It is refused to make that investment in NATO. So will it make an investment in a force that doesn't have the United States in it? Because that's a basic difference.
