conscience rights has been an idea that's been around for some time. They basically recognize that there will be doctors and nurses who might not feel comfortable offering certain types of services. Historically, this has obviously applied mostly to abortion access. At least here in canada, on the provincial level, there are good limitations and explanations about when, how and why you can refuse service.
