Introduction
Last week the UGC released draft regulations allowing foreign universities to set up campuses in India. With over 1000 universities and 42,000 colleges, India's higher education system is the third largest in the world. But hold on, India also has the highest number of students studying abroad after China. Is it only to stem the outflow of students and loss of revenue? Or is it to provide Indian students with higher quality education closer home? And better still, is it to become a global education hub like many other countries? It's Friday the 13th of January.
