The Solution to Canada's Vaccination Crisis?

I think the solution is what a friend of mine, Barry Lin, who runs the Open Markets Institute has called the rule of four. You need to have capacity in four geographies. It's a general rule, but it's a way of saying you need some redundancy in the system. So that explains why Canada got vaccinated so much later in the United States.
