Firefighters are risking their own lives to save people that they don't even know. They worked 24 hour shifts, nearly 90 hours a week, and received no support. Fire departments in Korea were so severely underfunded. In 2001, America had about one firefighter for every 280 residents. South Korea's firefighter ratio was one firefighters for every 2,000 people.
