The Internal Wrangling of Surrender and Not Surrender
The British and the Americans were decoding approximately a million Japanese coded messages a month. The entire bitter dispute for 30 years about whether the atom bombs were justified was held in an information vacuum. Tokyo did not realize that Operation August Storm, the massive invasion of Manchuria, was well underway in planning and preparation. So it simply was no question that Japan was not about to surrender.
