Virtues of civility are hard to pin down because it's not clear how much gratitude you owe to another person. But there has to be something there in order for your social life to proceed well and happily. St. Thomas is talking about this idea of going beyond just the letter of the law, but also what's required from our spiritual wealth or holiness.
