Some people think it's just paying lip service to ethics, but research with potential ethical concerns will actually be given considerable extra consideration and flagged for potential concerns. That will then be given to a special set of reviewers with expertise in ethics and machine learning to give it a second look before publication. What I do hope is that this statement has a due date that is after the deadline so that people will not just write a random sentence and actually put some thought into it. We don't have to be experts at ethics or law to be able to say, okay, this analogy has these limitations. It shouldn't be deployed in these contexts.
